The specialty of Otolaryngology in Bicol Medical Center was formerly known as EENT (eyes, ears, nose, throat) as what similar Department in other hospitals started out. The Department was composed of 1 EENT consultant, Dr. Joseph Peter Reyes and 5 Otolaryngologist who are all fellows of the PSO-HNS namely Dr. Diosdado Uy, Dr. Neil Aldrine I. Penaflor, Dr. Marifee Reyes, Dr. Felipe Pio Jr., and Dr. Eric Vinculado.

In the year 2009, then Medical Center Chief Dr. Ruben Peñafiel ordered the ENT specialists to formally organize as a separate department now known as the Otolaryngology Head and Neck Surgery Department. This was conceived In preparation for future accreditation. It was also the time where the department’s request for new ENT instruments were granted. The modernization of the department continued until the tenure of the succeeding Medical Center Chief, Dr. Efren SJ Nerva wherein the department was provided with its own ENT Center and operating room in the new 8 storey building and an ENT treatment room in the new 5 storey ER complex.
In 2014, the Bicol Medical Center as a DOH retained tertiary referral center in Region V was mandated by the Department of Health to be a teaching and training hospital for all specialties after it was ISO accredited by TUV-SUD (2014) and TUV- Rheinland (2016). The BMC Department of Otolaryngology Head and Neck Surgery then responded positively by initially organizing all the necessary personnel and equipment needed for its accreditation.
Starting in 2018 with the addition of 2 active consultants namely Dr. Melanie Marino, Dr. Archimedes Bagnes, and 2 pioneering residents namely Dr. Adrian Alvarez and Dr. Samuel Landagan now totaling 7 consultants handling the 5 major subspecialties and 2 residents, the Department of Otolaryngology Head and Neck Surgery applied for accreditation to the Philippine Board of Otolaryngology Head and Neck Surgery. In 2019, the department accepted a new resident, Dr. Matthew Tang Lee Say and in 2020, the department accepted 2 new residents, Dr. Joanna Marie Mercado and Dr. Kathleen Yambot.
